Service Guide
A Registration Certificate (RC) is the official proof that your motor vehicle is registered with the Indian Government. Under Section 39 of the Motor Vehicles Act, driving an unregistered vehicle is a punishable offense. The Vahan portal manages the centralized database of all RCs. Today, RCs are issued as microchip-embedded Smart Cards.
Important Forms: Form 20 (Application for Registration), Form 21 (Sale Certificate), Form 22 (Roadworthiness Certificate).
Forms 20, 21, and 22 provided by the vehicle dealership.
Comprehensive or Third-Party insurance valid for at least 1-3 years.
Aadhaar Card or PAN Card.
Aadhaar, Passport, or recent electricity bill.
Registration fee is usually ₹50 for Two-Wheelers and ₹600 for Light Motor Vehicles. However, State Road Tax is the major component, which varies between 4% to 15% of the vehicle's ex-showroom price.
Never pay agents for RC tracking. You can check the exact status of your RC printing and dispatch by going to Vahan -> "Status" -> "Know your Application Status" using your application number.
In alignment with the recent Central Motor Vehicles Rules (CMVR) updates, understanding the granular steps of this service can save you significant time and prevent application rejection. The Ministry of Road Transport and Highways (MoRTH) has mandated strict adherence to digital document verification, meaning that most applications are now processed through the Faceless eKYC route. Let's dive deeper into what this means for you.
Highly recommended. By choosing "Submit via Aadhaar Authentication", your demographic details and photograph are fetched directly from UIDAI. You do not need to visit the RTO physically. Document upload requirements are minimal, and the process is entirely contactless.
If you choose "Submit without Aadhaar Authentication", you must upload scanned copies of your Address Proof, Age Proof, and Passport Photo. Most importantly, you will be required to book an appointment slot and visit the RTO physically for document verification and biometric capture.
Once you submit your application and pay the fee, you will receive an Application Number. You can use the "Application Status" tool on the Sarathi/Vahan portal to track progress. Here is what the status messages mean:
| Scrutiny Level | Your uploaded documents are being verified by the RTO clerk. If any document is illegible, the application will be pushed to 'Pending' status. |
| Approval Level | The RTO Inspector/Officer has approved your application. You have officially passed the hurdles. |
| Printing of Smart Card | Your data has been sent to the printing vendor. The physical plastic Smart Card is being generated. |
| Dispatched via Speed Post | Your document has been mailed to your registered address via India Post. A tracking ID will be provided on the screen. |
Remember that RTO rules are governed at the state level under the Central Motor Vehicles Rules (CMVR). Specific procedures for things like High Security Registration Plate (HSRP) mandates, road tax slabs, or even localized driving test tracks vary significantly between states like Uttar Pradesh, Maharashtra, Delhi, and Karnataka. Always refer to your state-specific RTO notifications if you encounter anomalies during the online process.
| Issue Encountered | How to Fix It |
|---|---|
| Payment Deducted but Status Pending | Do NOT pay again immediately. Wait 45 minutes and use the "Verify Payment Status" tool on the portal. |
| Aadhaar OTP Not Received | Ensure your mobile network is clear. Check if your current number is linked to Aadhaar via the UIDAI portal. |
| Document Verification Failed | Re-upload the document ensuring it is not blurry. If rejected again, you may need to visit the RTO for manual verification. |
Beware of Fraud: Parivahan Sewa services are strictly digital. Do not share your OTP, Application Number, or personal details with unauthorized agents promising faster processing. The official fees are transparent and listed directly on the portal. Always verify challans on the official echallan.parivahan.gov.in website before making any payments.
| Problem | Solution |
|---|---|
| RC shows wrong owner name even after purchase | This means the previous owner has not completed the Transfer of Ownership (ToO) on the Vahan portal. The ToO must be completed within 30 days of sale. Initiate it from the buyer side by using Form 29/30 on the Vahan portal. |
| Hypothecation (HP) still showing on RC after loan closure | Ask your bank or NBFC for the No Objection Certificate (NOC) and Form 35 after full loan repayment. Upload these documents on the Vahan portal under "Hypothecation Termination" to remove the HP entry. |
| RC status shows "Blacklisted" or "Stolen" | If you have genuinely purchased this vehicle, contact the issuing RTO immediately with your sale deed and Form 29/30. If you are checking before buying, walk away from this vehicle entirely — the legal complications are severe. |
| RC details not visible on Vahan portal — "No Record Found" | This happens for very old vehicles whose records have not been digitized. Visit the issuing RTO with the physical RC and request manual data entry into the Vahan system. Keep a copy of your RC at all times until resolved. |
