A Learner's Licence (LL) is a provisional document issued under the Motor Vehicles Act, 1988. It serves as your temporary legal permission to learn driving on public roads under the supervision of a permanent licence holder. With the Digital India initiative, the MoRTH has introduced 'Faceless eKYC' services. This means you can now apply, pay fees, and even take the computerized LL test entirely online from your home without ever visiting the RTO.
Important Forms: Form 2 (Application Form) and Form 1 (Self-Declaration of Physical Fitness). Form 1A (Medical Certificate) is required if you are above 40 years old or applying for transport vehicles.
Mandatory for faceless eKYC. Your mobile number must be linked to Aadhaar to receive OTPs.
Birth certificate, 10th standard mark sheet, or Passport (if not using Aadhaar).

If your Aadhaar photo is very old, the facial recognition during the home LL test might fail. Ensure you sit in a well-lit room facing the camera. Do not switch tabs during the test, or the session will auto-terminate.
