Transferring the Registration Certificate (RC) to the new owner's name is legally mandatory when selling or buying a used vehicle. The buyer must initiate this within 14 days of purchase. Failing to transfer the RC means the original owner remains legally and financially liable for any accidents, crimes, or eChallans associated with the vehicle.
Important Forms: Form 29 (Notice of Transfer of Ownership) and Form 30 (Report of Transfer of Ownership). Form 28 (NOC) is needed if transferring to a different RTO.
The physical Registration Certificate of the vehicle.

If there is a bank loan on the vehicle, you CANNOT transfer the RC. You must first apply for "Hypothecation Termination" (Form 35) on the Vahan portal using the Bank's NOC before initiating the ownership transfer.
