A Permanent Driving Licence is an official document granting you the legal right to operate a motor vehicle independently on Indian roads. You must apply for a permanent DL within 6 months of acquiring your Learner's Licence. The process requires a practical driving test supervised by an RTO Motor Vehicle Inspector (MVI) to evaluate your vehicle control, parallel parking, and traffic sign awareness.
Important Forms: Form 4 (Application for Licence to Drive a Motor Vehicle).
Must be active, printed, and at least 30 days old.
Original RC, valid Insurance, and valid PUC of the test vehicle.
Printout of your online application acknowledgement and fee receipt.
Aadhaar Card, Passport, or Voter ID.
The standard fee is ₹200 for DL issue, ₹300 for the driving test per vehicle class, and ₹200 for the smart card. Total: ₹700 (for one class) or ₹1000 (for two classes).
Always ensure the vehicle you bring for the test has an "L" (Learner) board painted or pasted in red on a white background at both the front and rear. If the vehicle's PUC or Insurance is expired, the inspector will instantly reject your application.

Highly recommended. By choosing "Submit via Aadhaar Authentication", your demographic details and photograph are fetched directly from UIDAI. You do not need to visit the RTO physically. Document upload requirements are minimal, and the process is entirely contactless.
If you choose "Submit without Aadhaar Authentication", you must upload scanned copies of your Address Proof, Age Proof, and Passport Photo. Most importantly, you will be required to book an appointment slot and visit the RTO physically for document verification and biometric capture.
Once you submit your application and pay the fee, you will receive an Application Number. You can use the "Application Status" tool on the Sarathi/Vahan portal to track progress. Here is what the status messages mean:

Remember that RTO rules are governed at the state level under the Central Motor Vehicles Rules (CMVR). Specific procedures for things like High Security Registration Plate (HSRP) mandates, road tax slabs, or even localized driving test tracks vary significantly between states like Uttar Pradesh, Maharashtra, Delhi, and Karnataka.
